The CRCT is designed to measure how well students acquire the skills and knowledge described in the Quality Core Curriculum (QCC). The assessments yield information on academic achievement at the student, class, school, system, and state levels. This information is used to diagnose individual student strengths and weaknesses as related to the instruction of the QCC, and to gauge the quality of education throughout .

The primary purpose of the CRCT is to provide a valid measure of the quality of educational services provided across the state. Legislated by lawmakers, the Reading, English/Language Arts, Mathematics, Science, and Social Studies assessments were developed to yield information at the student, class, school, system, and state levels.

The Criterion-Referenced Competency Tests measure how well students have mastered the knowledge and skills defined in Quality Core Curriculum. Beginning in Spring 2002, the tests will be administered in grades 1-8 for reading, English/language arts, and mathematics.

Additionally, tests will be administered in grades 3-8 for social studies and science. For the 2000-2001 school year, the CRCTs were administered only to students in grades 4, 6, and 8 in reading, English/language arts, and mathematics.

Based on performance, students are classified as:

Exceeds Standard - scores at or above 350 (450 maximum)
Meets Standard - scores from 300 to 349
Does Not Meet Standard - scores below 300

Georgia law, as amended by the A+ Education Reform Act of 2000, requires that all students in grades one through eight take the CRCT in the content areas of reading, English/language arts, and mathematics. Students in grades three through eight are also assessed in science and social studies. The CRCT only assesses the content standards outlined in the GPS/QCC.
